Those are actually crates from daily heroic missions. They contain empty shells of some old operation sets. I was talking about command crates. Ones you got at command rank up. There was a chance for a cosmetic armor piece (and actually usable armor) for every class. As you went up a tier (out of 4), you'd get a different armor too.

When you earn a new Command Rank, you get a crate. It's not just at quest completion. Everything Elite level (gold star) and Champion (silver/gold swirl) that's instanced gives CXP, so you could theoretically be in the middle of a flashpoint or op and get a crate.

Tier 3: Command Rank 181 - 300 Not that it matters, you can get to 100 without ever getting a set bonus because of the RNG nature of the crates. The recommended path is to get a complete crafted 228 sets (using old 216/220 set bonuses if you have them) and disintegrating everything you get 1-90 unless it's a purple drop that's an upgrade.

Loot from Command Crates. My Command Rank is 74 and I have only five MK-3 gears rating 230. I think it is pretty low at this Rank because my friend with Command Rank around 25 has more these gears than me (without crafting). It is pretty frustrating to play with this bad luck in loot.
